Frank is a prominent member of the Connecticut litigation bar representing clients in commercial disputes including antitrust, unfair trade practice and business tort claims; partnership and corporate controversies including breach of fiduciary duty and securities claims; healthcare matters; and construction and real property claims.

Frank is a Fellow of the American College of Trial Lawyers and a member of the College’s Connecticut Committee and its Federal Civil Procedure Committee and Expert Witness Issue Subcommittee. He is one of twenty-two Connecticut attorneys recommended for litigation in Chambers USA, a guide to leading lawyers for business published by Chambers and Partners in London based on market recommendations by both attorneys and clients. He is also listed in Best Lawyers in America, Business Litigation.

Frank was appointed by the Chief Judge of the United States District Court for the District of Connecticut to the District's Civil Justice Advisory Group, serving in that role from 1996 to 2000. He has also been a member of the District's Grievance Committee since 2005.

He co-chaired the Connecticut Bar Association's Federal Practice Section from 2004 to 2006, after chairing the Section's Civil Practice and Local Rules Committee from 2002 to 2004. He is a member of the Connecticut Bar Association's Task Force on Confidentiality and the Courts. Frank is also a member of the Business Torts Litigation and Commercial and Banking Litigation Committees of the American Bar Association's Section of Litigation, the ABA Section of Antitrust Law, and the American Health Lawyers Association.

Frank is a summa cum laude graduate of Georgetown University, where he was a member of Phi Beta Kappa. After serving on active duty in the United States Navy for three years, he received his Juris Doctor degree from Yale University in 1974. He served as law clerk to the Honorable J. Joseph Smith, United States Circuit Judge, United States Court of Appeals for the Second Circuit.
